Managing Handover Documentation at Project Completion

At the end of an industrial project, the plant is only half the deliverable. The other half is the documentation that lets the owner operate, maintain, inspect and modify it for decades. Handover dossiers are also one of the most common reasons final acceptance drags on long after the plant is running. Here is what project handover documentation includes and how to manage it so it does not turn into a last-minute scramble.

What is project handover documentation?

Project handover documentation is the full set of records, drawings, certificates and manuals a contractor delivers to show that a facility was built as designed, tested, and can be operated and maintained. It is usually organized by system and discipline.

What a handover package usually includes

CategoryExamples
As-built drawingsP&IDs, layouts, isometrics, cable schedules and loop diagrams updated to match what was built
Quality recordsITPs, inspection reports, NDT, heat treatment, material certificates, closed NCRs
Test recordsPressure tests, flushing, electrical tests, calibration, loop checks
Completion certificatesMechanical completion, system turnover, punch list close-out
Vendor documentationOperating and maintenance manuals, datasheets, certificates, spare parts lists
Commissioning recordsFunctional, interlock and performance tests
Regulatory documentsStatutory inspection certificates, permits and approvals

Why handover documentation becomes a problem

  • Records are collected at the end instead of as work is finished
  • As-built markups are lost, or were never made in the field
  • Vendor documents arrive late, incomplete and in different formats
  • The owner’s requirements were never made clear at the start
  • The people who know where the records are have already demobilized

That last point is easy to underestimate. Once a site team disperses, rebuilding missing records is slow and sometimes impossible.

Managing handover documentation progressively

  1. Agree the requirements early. Get the owner’s handover specification, document numbering, formats and dossier index before construction starts.
  2. Structure dossiers by system. Use the same systemization as commissioning so records drop into place as each system completes.
  3. Make records a completion criterion. A work package is not complete until its records are reviewed and filed.
  4. Keep as-builts live. Maintain field markups on a master set in the site office and update them weekly.
  5. Chase vendor documents through procurement. Link final payments to document delivery where the contract allows.
  6. Submit in stages. Send partial dossiers for owner review rather than everything at once.

Electronic handover

Many owners now want handover in a structured electronic form, sometimes loaded straight into a maintenance management system. In that case, the data matters as much as the documents: consistent tag numbers and equipment attributes. Find out early. Retrofitting tag data at the end is slow, tedious work.

What reviewers usually reject

Owner reviewers commonly send dossiers back for unsigned test sheets, calibration certificates that had expired before the test date, missing material certificates for replaced items, and as-builts that ignore approved field changes. Checking for these before submission saves whole review cycles.

Where the records come from

Most handover records start life much earlier: in fabrication quality controls, in the engineering deliverables that later become as-builts, and in testing across pre-commissioning, commissioning and startup.

Apex Core Engineering supports completions through its project support services and can provide document control and completions personnel for the closing stages of a project.

Frequently asked questions

What are as-built drawings?

Drawings updated to show the facility as it was actually constructed, including all field changes.

Who is responsible for handover documentation?

The contractor compiles and delivers it. The owner reviews and accepts it against the agreed handover specification.

When should work on handover documentation start?

At the start of the project, with requirements and dossier structure agreed before construction begins.
