Starting commissioning on a system that is not ready wastes the most expensive people on the project: commissioning engineers, vendor representatives and operators all waiting while construction finishes. This commissioning readiness checklist lists what an EPC project should confirm, system by system, before commissioning activities begin.
What does commissioning readiness mean?
Commissioning readiness means a system is mechanically complete, pre-commissioned, documented, supported by the utilities and people it needs, and safe to energize or pressurize under controlled conditions. It is assessed one system at a time, not for the whole plant at once.
Completion and punch status
- Mechanical completion certificate signed for the system
- All category A punch items closed and verified in the field
- Category B items listed with owners and agreed dates
- Temporary blinds and spades recorded on a register
- Construction materials and scaffolding removed or tagged for commissioning use
Pre-commissioning records
- Flushing, cleaning and pressure test records complete
- E&I checks complete, as set out in pre-commissioning checks for E&I systems
- Equipment installation and alignment records filed
- Calibration certificates and loop check records available
Utilities and supporting systems
- Power available to the system
- Instrument air, nitrogen, cooling water and other required utilities commissioned
- Control system configuration for the system loaded and tested
- Drains, vents and relief routes available
Procedures, permits and safety systems
- Commissioning procedures approved
- Permit-to-work arrangements in force for live and pressurized systems
- Isolation register and lockout procedures in place
- Relief valves tested, set and installed
- Fire and gas detection and emergency shutdown functions available to the extent the procedure requires
The handover of custody from construction to commissioning is a safety event in its own right. Everyone working nearby needs to know the system is now controlled by commissioning, and that live energy may be present.
People
- Commissioning team in place, with a named system lead
- Vendor representatives confirmed for the planned dates
- Operators trained on the system and available
- Emergency response arrangements updated for live systems
Workforce safety preparation for this stage is covered in building HSE-ready teams for high-risk oil and gas work, and team sizing in how to build a commissioning workforce plan.
Materials and consumables
- First fills of lubricants and chemicals on site
- Commissioning spares available
- Special tools and test equipment ready
Walk the system before signing
Paper status and field status do not always agree. A walkdown with the construction and commissioning leads, a week or so before planned turnover, finds the missing supports, open flanges and loose tags that the completions database shows as closed. It takes a few hours per system and regularly saves days.
Turning the checklist into a turnover certificate
Use the list as the basis for a system turnover certificate signed by construction, commissioning and the client. When an item cannot be met, decide explicitly whether to proceed with a limitation, and record that decision. A “ready except for” list that keeps growing usually means turnover is being forced to protect a date.
The definitions behind these phases are in pre-commissioning, commissioning and startup: key differences, and the wider service in industrial commissioning services. Apex Core Engineering supports readiness reviews and system turnover through its project support services.
Frequently asked questions
What is a system turnover?
The formal transfer of a completed system from construction to commissioning, usually with a signed certificate and a records package.
Can commissioning start with open punch items?
Only category B items that do not affect safe commissioning. Category A items must be closed first.
Who signs off commissioning readiness?
Typically construction, commissioning and the client’s representative, and sometimes operations.
