How to Select a Skilled Trades Manpower Supplier

A skilled trades supplier is judged by what happens three months into the contract: whether crews are still on site, whether replacements arrived on time, and whether the welders who passed the test at source can still pass it in the field. Most of that can be predicted before the contract is signed, if you know where to look. Here is how to select a skilled trades manpower supplier for construction, maintenance or shutdown work.

How is choosing a trades supplier different from choosing a recruiter?

A recruiter finds candidates you will employ. A trades supplier employs the workers, keeps them on site and replaces them when needed. Supplier selection therefore has to test ongoing capability, such as welfare, payroll, supervision and replacement capacity, as well as sourcing. Choosing a recruiter for international hiring is covered separately in evaluating an international manpower recruitment partner.

What to check

Trade testing and quality control

  • Where and how trades are tested, and to what standard
  • Whether you can witness tests or audit the results
  • Pass rates for your trades, and how failed candidates are handled
  • Whether workers are re-tested before redeployment from another project

Supervision

Ask whether the supplier can provide foremen and charge hands who speak the crews’ language and understand the client’s requirements. A crew without a capable foreman ends up managed by your supervisors, one problem at a time.

Replacement capacity

How many standby workers does the supplier hold in your trades, locally or ready to mobilize? What replacement period will it commit to in writing? Suppliers with thin benches promise quick replacements and then cannot deliver them.

Welfare and labor compliance

Accommodation standards, food, transport, timely salary payment and compliance with local labor law all affect attendance and retention. Gulf states operate electronic wage protection systems, so a supplier’s payroll record can be checked. Ask to see the accommodation before signing, and ask how worker grievances are handled.

Safety performance

Request safety statistics and incident history, and ask how the supplier prepares workers before deployment. HSE preparation is covered in more depth in building HSE-ready teams for high-risk oil and gas work.

Run a trial crew

Where the schedule allows, place a small initial order, such as one crew, before committing to full volume. Measure site test pass rates, attendance, productivity and how the supplier responds to the first problem. Agree the evaluation criteria with the supplier before the trial starts, so both sides know what success looks like and the result is not disputed afterwards. If the trial goes badly, the cost is one crew. If a full award goes badly, the cost can be the schedule.

Put performance indicators in the contract

Agree a short set of measures and review them monthly:

  1. Positions filled by the requested date
  2. Site test pass rate
  3. Replacement time
  4. Attendance and absenteeism
  5. Early departures within the first three months
  6. Safety incidents and observations

How these indicators are used day to day is covered in managing skilled trades workforce performance on site. The commercial structure of supply contracts is explained in skilled trades manpower supply for industrial projects.

Frequently asked questions

Should I pick the supplier with the lowest rate?

Only after comparing inclusions, testing, replacement terms and welfare standards. The cheapest rate often excludes costs that reappear later.

How many trades suppliers should a project use?

Enough to protect against one supplier failing, but few enough to manage properly. Many projects use a main supplier with one or two backups.

What is a reasonable trial period for supplied workers?

Common practice is a short period after arrival during which the client can reject a worker at no cost. Agree the length in the contract.
